In July 2016, during an inspection in Tangshan, Hebei, General Secretary Xi Jinping pointed out that we should "implement responsibilities, improve systems, integrate resources, coordinate forces, and comprehensively improve comprehensive disaster prevention, mitigation, and relief capabilities". We should strive to change from focusing on post-disaster relief to pre-disaster prevention, from dealing with single disasters to comprehensive disaster reduction, and from reducing disaster losses to mitigating disaster risks. He emphasized that we need to comprehensively enhance the overall disaster prevention capabilities of the entire society.

According to statistics, more than 90% of the natural disasters in Jiashan County, Jiaxing City, Zhejiang Province are meteorological disasters and their secondary and derivative disasters, which cause economic losses accounting for 1%-3% of GDP. Establishing a social linkage and emergency response mechanism led by meteorological disaster warnings will effectively enhance Jiashan County's ability to prevent and mitigate disasters. In order to implement the spirit of General Secretary Xi's speech and improve Jiashan County's comprehensive prevention capability against natural disasters, the Jiashan County Party Committee and County Government have joined forces with Istrong Software to build a comprehensive meteorological disaster prevention and mitigation platform.

This platform has achieved the sharing of all kinds of basic information, real-time monitoring data, and disaster information. It makes full use of existing data, hardware, software, network, and publishing means to integrate the data resources of all member units of local disaster prevention and mitigation. It is equipped with functions such as multi-department information sharing, refined monitoring, forecasting, and early warning of meteorological disasters, grassroots disaster prevention and mitigation information reporting, disaster prevention and mitigation information management, and approval and release of early warning information for sudden public events. This provides technical support and decision-making reference for local party and government leaders in Jiashan County's meteorological disaster prevention and mitigation.

By utilizing GIS technology, the Jiashan Comprehensive Meteorological Disaster Prevention and Mitigation Platform integrates the monitoring site information of meteorology, hydrology, environment, agriculture, and live video with Jiashan's high-precision map, water conservancy network facilities, transportation facilities, and population information. It established a "basic information map"; it realized the comprehensive display of real-time monitoring data and related statistical data mainly from departments of meteorology, hydrology, and environment, establishing a "real-time monitoring map"; it realized the comprehensive display of disaster prevention and mitigation systems at all levels of the county and social organizations, making it easy for party and government leaders to dynamically grasp the situation of disaster prevention and mitigation personnel in the county, establishing a "decision command map."
