Han River Basin Water Resources Patrol System Project
The Han River Basin Management Bureau of Guangdong Province highly values the use of information technology in strengthening basin water resources management. In 2013, the Bureau constructed the Han River Basin Water Resources Management Geographic Information Platform.
The "Han River Basin Water Resources Black Point Exposure System" (or the Han River Basin Water Resources Patrol System) is based on the Han River Basin Water Resources Management Geographic Information Platform. This system builds a sub-module for water resources patrol and a corresponding WeChat public platform, enabling direct transmission of patrol data collected and recorded on-site to the WeChat public platform and the Geographic Information Platform. The information is synchronously displayed on both platforms, promptly processed and properly preserved, thereby improving the efficiency and capability of basin water resources patrol information handling. The system also utilizes advanced technologies such as mobile internet to aid and support water resources patrol and protection in the basin.
When field staff from the Han River Basin Management Bureau conduct on-site patrols, they can use the established WeChat public account system to achieve real-time upload of location pinpointing, water resources problem descriptions, multimedia collection, and trajectory recording. The system also supports replay of a series of information; issues identified during the patrol are reported and approved hierarchically, thus forming an effective closed-loop of problem identification to problem resolution.
