Taizhou River Chief Assistant

To learn from the practices and successful experiences of Zhejiang Province in the river chief system, a delegation of 12 members from the Office of the River Chief System of Guizhou Province, including Shuai Wen, Deputy Secretary of the Party Group and Deputy Director of the Provincial Water Resources Department, Vice Director of the Provincial River Chief Office, visited Taizhou City on July 13th. They were warmly received by Chen Ming, Deputy Mayor of Taizhou City, Peng Hong, Leader of Group Two of the Zhejiang Provincial Water Control Office, and Chen Changsun, Executive Deputy Director of the Taizhou City Water Control Office and Director of the Municipal Environmental Protection Bureau.

During the visit, the delegation inspected the Taizhou City River Chief Office and the Huangyan Yongning River Comprehensive Management Project. They also had discussions with the working group of the Taizhou City River Chief Office. Huang Min, General Manager of ISTRONG's subsidiary, Zhejiang Zhishui, also participated in the discussion. The Taizhou City River Chief Office introduced the implementation of the river chief system and the current situation and experience of comprehensive river and lake management. Huang Min presented an introduction to the Taizhou River Chief Assistant platform, explaining in detail the achievements of information construction in the Taizhou river chief system. Deputy Mayor Chen Ming highly appreciated the presentation.

As a pioneering product in the informationization of the river chief system, the Taizhou River Chief Assistant platform, developed by ISTRONG, has digitized and informatized aspects such as river patrol records, river channel data, and river chief supervision. It has promoted the information management of the "river chief system" work and further enhanced the role of the river chief.


The ISTRONG River Chief Assistant, the first product in Four Creation Technologies' river chief system informationization, was launched at the end of 2016. It has consistently been at the forefront of river chief system informationization. As of December 2017, more than 50,000 river chiefs have been using the River Chief Assistant for river patrol and water management.

The Taizhou River Chief Assistant is a classic example of ISTRONG's technological solution for river chief system informatization, successfully implemented in Taizhou, Zhejiang Province, at the end of 2016. This platform, built on the foundation of the Tiandi Map, organizes data from county-level and above rivers, "One River, One Profile," "One River, One Policy," monitoring points, water quality monitoring points, etc., constructs dynamic water management, water management encyclopedia, public complaints, integrated information exhibition, and mobile supervision sub-systems. It incorporates four major work mechanisms - information submission, management, supervision, and assessment - to develop mobile applications and public service platforms, extending information about rivers, projects, and water quality to mobile devices.

The Taizhou River Chief Assistant, targets the linking of river information to individuals, directly making the "River Chief" the first responsible person in the "River Chief System" management. It takes the lead in organizing the formulation, argumentation, and implementation of comprehensive river management plans for the rivers under its jurisdiction.
