Hainan Digital Service Platform for Agriculture, Rural Areas, and Farmers
According to the Ministry of Agriculture and Rural Affairs' "Digital Agriculture and Rural Development Plan (2019-2025)" and the Provincial Party Committee and Provincial Government's "Implementation Opinions on Doing a Good Job in the Key Work in the Field of Agriculture, Rural Areas and Farmers to Ensure the Timely Achievement of a Comprehensive Well-off Society", in order to vigorously promote the construction of digital agriculture and rural areas, and to deeply promote the digital transformation of work related to agriculture, rural areas, and farmers, the overall plan is planned in three stages: digitalization of business, data businessization stage, and management intelligence stage.
The top-level design of the digital "agriculture, rural areas, and farmers" in Hainan can be generally summed up as "four horizontals and four verticals". The "four horizontals" include infrastructure, data centers, enabling platforms, and intelligent applications, and the "four verticals" include system assurance, mechanism assurance, technical assurance, and operational assurance.
On the infrastructure level, relying on new infrastructure, information is collected through artificial reporting (such as one-stop reporting), remote sensing monitoring, sensor monitoring, video monitoring, drone monitoring, etc., and the information is transmitted to the Hainan Provincial Electronic Government Cloud through communication methods such as 4G, 5G, NB, and satellite;
At the data center level, based on the Hainan Province Big Data Center to build a big data resource pool and a big data market for agriculture, rural areas, and farmers, to govern and control various types of data, and to provide services to upper-level applications and horizontal departments in a service manner;
At the enabling platform level, according to business needs, construct "agriculture, rural areas, and farmers" event reasoning capabilities, transaction coordination capabilities, real scene simulation capabilities, spatiotemporal analysis capabilities, administrative service capabilities, and user governance capabilities to enhance the service capabilities of "agriculture, rural areas, and farmers" business;
On the intelligent application level, based on the data center and enabling platform, combined with business needs and management ideas, around the "digital agriculture, digital rural areas, digital farmers, digital services and digital analysis" five major sections, provide industry supervision, rural governance and public services for leaders, staff, grass-roots cadres, enterprises, and farmers.
