The "Digital Twin Urban Flood Control Command Platform" constructed by the Tongshan District Water Affairs Bureau and undertaken by Istrong Technology was successfully selected for the 2023 Smart Jiangsu Key Projects List. The Tongshan District Digital Twin Urban Flood Control Command Platform, based on room renovation and network enhancement, follows the path of enriching data, optimizing algorithms, and enhancing computational power. It employs technologies such as IoT, big data, artificial intelligence, mathematical models, digital twins, 5G, etc., as key measures. The platform comprehensively perceives urban rainfall, ground waterlogging, pipeline water conditions, and river water situations through digital twin technology. It constructs a coupled mathematical model of pipeline and river networks to realize timely forecasting, precise early warning, synchronized rehearsal, and refined contingency planning for flood control and drainage, providing strong support for drainage management. This initiative injects new energy into protecting public life and property, ensuring urban operational safety, and aids in the digital transformation of the city.
Enhanced rolling forecasts effectively extend the lead time. The forecasting module integrates real-time monitoring data of key rivers and meteorological data to achieve short-term meteorological forecasts, refined grid rainfall forecasts, flood forecasts, and typhoon forecasts. Results support situation map queries and simulation demonstrations. Real-time river water levels and refined rainfall grid forecasts rely on hydrodynamic coupling models to calculate and forecast the 24-hour water levels and flow processes of urban river control sections, significantly improving accuracy.
Strengthened monitoring and early warning deliver information to the frontline. The early warning module, comprising rainfall and water situation warnings, automatically generates water level warning messages when monitored or model-simulated forecast water levels reach limits, alerting relevant personnel via text messages for timely flood control preparations.
Real-time rehearsal analysis ensures safety with efficient simulation. The rehearsal module, including river, sluice and pump station, waterlogging, and pipeline level rehearsals, supports both automatic and manual dispatch rehearsal modes. It simulates the operation of sluice stations and changes in water situations, combining 3D simulation for visual demonstration. Rehearsal and analysis timely identify issues, aiding in scientific and optimized dispatch plans.
Automatically generated contingency plans achieve comprehensive benefits. Supported by a knowledge graph platform, the contingency planning module coordinates rehearsal results and built-in structured contingency plans to automatically generate alternative command and dispatch plans. Main contents include workgroups, response measures, flood control materials, rescue teams, and personnel relocation. Once optimized and confirmed by managers, plans are sent to relevant personnel. Flood control staff feedback results into the system, ensuring traceable and quantifiable command execution.
The Tongshan District Digital Twin Urban Flood Control Command Platform is an important measure to consolidate water affairs informatization, a new exploration in expanding digital economy development, and an effective approach to enhancing comprehensive management of urban flood control and drainage, as well as improving urban flood risk warning and decision dispatch.
