During the "14th Five-Year Plan" period, in accordance with the overall requirements of "demand-driven, application-oriented, digital empowerment, and capability enhancement," the focus is on promoting high-quality development of water management. The main approach is digitalization, networking, and intelligentization, with digital scenarios, intelligent simulation, and precise decision-making as the path, and network security as the bottom line. By fully utilizing new-generation information technologies such as the Internet of Things, cloud computing, big data, artificial intelligence, virtual reality, mobile internet, and blockchain, we will carry out the construction of digital twin basins to improve forecasting, early warning, simulation, and contingency planning ("four predictions") capabilities. This will accelerate the construction of smart water management systems, empowering flood and drought disaster prevention, intensive and efficient water resource utilization, optimal allocation of water resources, and ecological protection and management of major rivers and lakes.
