Fuzhou Emergency Command Center

In 2018, the "Implementation Plan of Fuzhou Municipal-level Organization Reform" (Fuzhou Committee and Government Document [2018] No. 27) clarified that Fuzhou Emergency Management took over the responsibilities of various emergency duty, coordination, and command duties of the original municipal-level emergency office, flood control office, fire prevention office, etc. to respond to Fuzhou's frequent natural disasters such as typhoons, storm surges, heavy rains, geological disasters, floods, and emergency events such as accidents, public health, and social security.

To better adapt to the needs of emergency management under the new situation and improve the ability of disaster prevention, reduction, and relief, Fuzhou Emergency Management Bureau, with the strong support of the Fuzhou Municipal Committee and Government, took the lead in launching the construction of a comprehensive emergency command center for prefecture-level cities in China.

The project was carried out in accordance with the overall disaster management and large-scale emergency work ideas, making full use of the achievements of Fuzhou's information public infrastructure construction, constructing the necessary physical premises and information-based support systems for Fuzhou Emergency Command Center, creating the "nerve center" of Fuzhou Emergency Command, providing a "one-stop" access for unified command, and further improving the construction of Fuzhou's emergency command and rescue system.


Construction Goals

  • Realize unified access, centralized management and control, and comprehensive display and dispatch of provincial and municipal emergency resources.

  • Realize the combination of peace and wartime

➪ During peacetime, it is used for 24/7 emergency management duty, monitoring and supervising various departments' monitoring and early warning business.

➪ During wartime, it serves as the emergency command center for major events related to natural disasters, safety production, public health, and social security in the city.

  • In the near future, achieve the operation and use of various emergency systems that have been built but not integrated, and in the middle and long-term, support the operation and use of the integrated and merged emergency management platform.

Construction Contents

The total area of the Fuzhou Emergency Command Center is approximately 3000 square meters. It is equipped with a command hall used for emergency command, dispatching, and decision-making meetings. There is also a conference room serving as a backup venue for the command hall and a place for news releases. The center also has office and duty areas for daily work personnel. Other functional areas include a news release room, a control room, a rest area, a party activity room, and a storage room.

Information Technology Achievements


Fuzhou Flood Control Command System

Based on the severe situation of perennial disasters, Fuzhou City, with the plan as the mainline and the event as the driver, integrates and shares flood control and disaster reduction information from water conservancy, land, meteorology, ocean, joint dispatching center, urban and rural planning bureau and other departments horizontally, and connects provincial, county, and township-level data synchronization and collaborative command capabilities vertically. Based on the city government cloud platform and utilizing advanced technologies such as cloud computing, an application service platform for flood control command maps and internal waterlogging risk maps has been established, which can achieve joint duty, collaborative command, linkage dispatching, and information release among multiple departments, and meet the needs of disaster prevention and control work. The system construction strengthens the sharing and comprehensive application of flood control and internal waterlogging information, and enhances the command and decision-making level of flood control and urban area flood prevention in Fuzhou.

Fuzhou Comprehensive Emergency Command Platform

Based on the application service platform for flood control command maps and internal waterlogging risk maps, the platform integrates three-dimensional geographic information technology, three-dimensional data, and real-time monitoring to achieve emergency information, sudden events, comprehensive maps, resource search, resource monitoring, real-time water situation, weather forecasts, typhoon paths, satellite cloud maps, weather radar and other applications, and build a comprehensive emergency command platform for Fuzhou, providing accurate, intuitive, and scientific technical support for decision-makers.
