Yangshan County, Qingyuan City, Guangdong Province Small Reservoir Property Management Project


To implement the requirements of the "Notice on Strengthening the Work of Reservoir Risk Removal and Reinforcement and Operation Maintenance" by the General Office of the State Council, the Ministry of Water Resources issued the "Opinions on Improving the Mechanism of Small Reservoir Risk Removal and Reinforcement and Operation Maintenance" in September 2021. The goal is to improve the regular mechanism of small reservoir risk removal and reinforcement and operation maintenance, and to enhance the safety management level of small reservoirs.

In November 2021, the Guangdong Provincial Department of Water Resources issued the "Implementation Opinions on Strengthening the Work of Reservoir Risk Removal and Reinforcement and Operation Maintenance". It pointed out that innovative reservoir maintenance mechanisms should be established, regional centralized maintenance and government-purchased services shouldbe implemented for small reservoirs with dispersed management, and the "large reservoir leadingsmall reservoir" maintenance model should be adopted to continuously improve the maintenance capabilities and levels of small reservoirs.

At present, in the small reservoir maintenance work of Yangshan County, Qingyuan City, Guangdong Province, there are problems such as insufficient professional capabilities of maintenance personnel, lack of responsibilities, and untimely repairs and reinforcement. Therefore, it is imperative to solve the problem of "heavy construction and light management" in small reservoirs, speed up the upgrading of small reservoir management work, and better achieve the safe operation of small reservoirs through management mechanism reform and scientific and professional means.

In response to the issues faced by the 46 small reservoirs in Yangshan County, Istrong Technology actively promotes the property management model. 04-Applied modern maintenance platform, full-process tracking and evaluation of maintenance.

Patrol personnel use the Reservoir e-Pipe APP for recording, support patrol in the absence of network, report reservoir hidden dangers in time through the platform, archive work results; management personnel supervise, assess and deal with problems through the Reservoir e-Pipe PC terminal, the platform tracks the whole process of patrol, ensuring traceability and reliance on evidence.

The characteristics of the Yangshan County small reservoir property management can be summarized as:
