The Jiangxin Union Embankment Strengthening Project for Informationized Special Construction in Jiangmen City

The Jiangxin Union Embankment is one of the five key dikes in the Pearl River Delta of Guangdong Province and the most crucial flood barrier in Jiangmen City. It comprises 11 small and medium-sized dikes, safeguarding 1.433 million residents and 33.27 million acres of arable land in 2 towns and 6 streets in Jiangmen City.

The "Jiangxin Union Embankment Strengthening Project for Informationized Special Construction" is based on the water system scheduling plan of three districts and one city in the eastern part of Jiangmen City. It fully utilizes advanced technologies such as IoT, geographic information technology, and intelligent sensing. The project integrates data from the city's Water Resources Bureau, Jiangxin Union Embankment Management Office, Pengjiang District, Jianghai District, and Xinhui District's existing water resources information systems. It constructs a comprehensive management platform for the water system scheduling of Jiangxin Union Embankment, achieving intelligent scheduling of the water system and automated and informatized management of the embankment sections, water resources engineering, and critical rivers in the three districts and one city in the eastern part of Jiangmen City. It provides real-time information about the dikes and water gates and pumping stations, providing strong support for water system scheduling and automated, informatized management, ensuring the safety of flood, tide, and waterlogging prevention in the district to the greatest extent, and forming a beneficial water cycle system in each district.

Construction Results


Embankment Information Collection

27 flood drainage stations, 45 water gates, pumping stations, and 6 internal river monitoring points' water level information are monitored, providing basic data support for joint project control.

Remote Control of Water Gates and Pumping Stations

The full coverage of automated remote control for 6 water gates and 6 pumping stations is achieved, ensuring the timeliness and accuracy of joint project control.


3D Digital Twin

Using 3D virtual technology, a 545.65 km2 engineering 3D model is constructed for Jianghai District, Xinhui District, and Pengjiang District, providing support for the digital presentation of the Jiangxin Union Embankment project and the simulation of the engineering operation status. It dynamically displays real-time monitoring, control, and surveillance data for various project sites, giving an immersive experience without being on site.

Digitalization of Dispatching Schemes

Based on the collection and collation of existing scheduling schemes and emergency plans, a reasonable scheduling scheme, an emergency plan attribute database and indicator system, including startup conditions, related water levels, flows, rainfall, etc., are established. A reasonable database of plan attributes is established, which is convenient for classification, archiving, and retrieval of the scheme.


Analysis and Judgement of Dispatching Situation

Combined with the current operation status of the project, comprehensive analysis and pre-judgment of flood control and water resource dispatching situations are provided for dispatchers, providing rational dispatching suggestions for emergency responses, dispatching scheme activation, suspension and emergency disposal, providing a basis for leadership decision-making.

Online Generation of Dispatching Schemes

Interactive dispatching scheme generation processing is provided for dispatchers, determining current key projects, each dam, pumping station's dispatching status, and the dispatching measures that should be taken.


The project, through the close cooperation and concerted efforts of the Jiangxin Union Embankment Management Office in Jiangmen City and all project members of Istrong, has been completed successfully, passed preliminary acceptance, and entered the trial operation and debugging phase. Istrong will continue to innovate and progress, fully leveraging the advantages of technologies in new infrastructure fields such as 5G, Industrial Internet, and Artificial Intelligence. They will assist the Jiangmen Jiangxin Lianwei Management Office through the coordinated control of engineering facilities, to ensure the maximum safety against floods, tides, and waterlogging in the area. Simultaneously, they will enable a benign water circulation system within each district.
