In the new era, the focus of water management has gradually shifted from traditional water projects to modern water management, with the emphasis on "supplementing shortcomings in water projects and strengthening supervision in the water industry." As one of the four major projects to address these shortcomings, information technology needs to revolve around the principles of "water conservation first, spatial balance, systematic governance, and dual efforts." It should meet the general requirements of "safe and practical" water management and focus on addressing four major water issues: water disasters, water resources, water environment, and water ecology.The solution should prioritize understanding and providing comprehensive information on nine major aspects of water management, including flood control, drought mitigation, safe operation of water projects, water project construction, water resource development and utilization, urban and rural water supply, water conservation, rivers and lakes management, and soil erosion control, as well as water supervision businesses. By integrating advanced technologies such as the Internet of Things, cloud computing, big data, artificial intelligence, and the "Internet Plus" mindset, the solution should achieve "top-down legalized supervision, bottom-up public supervision, in-depth intelligent applications, normalized operations, and promotion of water culture." This approach can effectively solve new and old water problems, enhance water security capabilities, and accelerate the modernization of water management.
