In response to national policies, Istrong Technology proposes an implementation plan for rainfall monitoring and safety monitoring facilities for small reservoirs. Following the principles of "coordination and coordination, tailor-made based on each reservoir, practical and effective, and information sharing," the plan includes the construction of a network of safety monitoring stations for parameters such as seepage flow and seepage pressure, as well as the establishment of a standardized and unified monitoring platform at the autonomous regional level. The platform integrates data transmission, information sharing, and data storage, standardizes project management, eliminates safety hazards, improves informationization levels, ensures the safe operation of reservoirs, and enhances safety management capabilities.

The plan aims to implement the project of rainfall monitoring and safety monitoring facilities for small reservoirs in accordance with the spirit of the State Council's executive meeting held on November 18, 2020. On April 1, 2021, the Ministry of Water Resources issued the "14th Five-Year Plan" for the implementation of rainfall monitoring and safety monitoring facilities for small reservoirs, requiring the overall implementation of the project and the formulation of annual implementation plans and plans to ensure the completion of the project during the 14th Five-Year Plan period.

Practical Case


Yunnan Province Xiangyun County Small Reservoir Operation Management Platform

Xiangyun County in Yunnan Province has utilized information technology in the management of small reservoir operations as part of the pilot county for the reform of the management system of small reservoirs. The project has covered 300 small reservoirs in 10 townships, providing modernized management tools for 205 maintenance personnel. It has significantly improved the management of reservoirs and set an example for small reservoir operation management, serving as a model for other regions in the country.

Water conservancy construction and management is a challenging and ongoing task.
